opening Short Term e-Tender/Notice-4/ 2014-15 which was to be
submitted online till 16-3-2015 upto 2:00 pm and to be opened on
the same day at 2:30 pm has now been extended upto 18-3-2015 with
same timings. Now this tender can be submitted online on 18-3-2015
up to 2.00 pm and shall be opened at 2:30 pm.

The Department of Animal Husbandry, Punjab 17-Bays Building,
Sector-17,Chandigarh. Invites Short Term e-tender on Single bid
system for the Veterinary Medicines / Surgical items for its
Hospitals, Dispensaries and Livestock farms.

1. Short Term
e-Tenders are invited for the supply of groups of Veterinary
Medicines / Surgical items listed as above for the department
through the e-tendering process of Govt. of Punjab. For additional
details such as items specifications, important dates etc visit the
website: etender.punjabgovt.gov.in.Tender form,
specifications, terms and condition can be obtained from this
website on payment of Rs. 20/-(online payment) as per e-tendering
procedure.
2 The tender will
be in single bid system .Tenders should contain comprehensive
technical details of the Veterinary Medicines / Surgical items along
with Brochure/Catalogue, constitution / ingredients of Veterinary
Medicines, valid Drug License from competent authority, profile of
the manufacturer/supplier, main current clients, experience,
tentative delivery period, alongwith price/ rate of items (inclusive
sales tax/VAT), terms and conditions. Incomplete /conditional
Tenders not received as per e-tendering procedure will be out
rightly rejected.
3. The e-tenders
should be submitted online till 16-3-2015 upto2:00 pm and shall be
opened on the same day at 2:30 pm.
4. The e-tender
must be accompanied with earnest money amounting Rs. 500/- (online
payment) as per e- tendering procedure.
5. Pre paid
Samples of Veterinary Medicines / Surgical items along with latest
test reports issued by Government approved laboratory should be
submitted at the Office of Assistant Director, Animal Husbandry,
Veterinary Medical Store, Jalandhar before closing date of tender
(16-3-2015 upto2:00 pm) and the sample receipt certificate should
be enclosed along with tender documents. Otherwise tender will be
rejected straightway.
6. Tenderers are
also required to submit a hard copy of this tender on or before the
closing date 16-3-2015 upto 2:00 pm at the office of the under
signed i.e. Directorate, Animal Husbandry, Punjab 17-Bays Building,
Sector-17, Chandigarh.
7. The
undersigned reserves the right to accept or reject one or all
offers/tenders and holds the discretion to increase/decrease the
quantity of any or all the items. The undersigned also hold the
discretion to place the order for any or none of the items
qualifying in the tender and may increase/decrease the quantity of
any or all the items as per requirement of the Department during the
validity of the rates of Veterinary Medicines / Surgical items.
8. Successful
tenderers will have to submit a Security deposit of 10 % of the
ordered value within the stipulated period of time after
issuance of orders.
9. For participating in the above
e-tender, the contractors/ tenderers / bidders shall have to get
themselves registered with
http://etender.punjabgovt.gov.in
and get user ID & password. The contractors/ tenderers / bidders who
have not registered with e-procurement portal need to get registered
by paying the requisite registration fee for e-tender participation
and obtain Class 3 Digital Signature Certificate (DSC) which are
mandatory to participate in the e-tendering process. For any

10.The
contractors/ tenderers / bidders are also required to pay tender
processing charges of Rs. 2,247/- or an estimated amount as per
tender which are to be deposited online. (This tender processing
fee/charges are other than the firm registration amount for Digital
Signature Certificate DSC).

TERMS AND CONDITIONS
1
Tender shall be accepted only from manufacturers/authorized dealers
with the copy of the authorization.
2
Rates should be quoted in Indian Rupees only, FOR Veterinary
Medical Store, Jalandhar.
3
All applicable taxes should be included in the quote.
4
Brochure/leaflets/catalogues for Veterinary Medicine /
Surgical items should be submitted along with tender.
5
Manufacturing company should be GMP certified (attach copy)
6
Firms/ Company Should have 5 years standing in market along
with product/ item tendered .
7
The annual turnover of the company/ firm should be over Rs. 5
Crore . This Conditions is waived for repacking companies .
8
Proof of Income Tax clearance certificate and Sales Tax
return for the last 3 years.
9
The drug manufacturing license should be renewed for 2014-15
by Drug Controller.(Attested Copy of valid drug license from
competent authority to be attached)
10 Pre paid Samples of Veterinary Medicines / Surgical
items along with latest test reports issued by
Government approved laboratory should be submitted to the Office
of Assistant Director, Animal Husbandry, Veterinary
Medical Store, Jalandhar before closing date of tender
(16-3-2015 upto 2:00 pm) and sample receipt
certificate and test reports of samples should be
enclosed along with hard copy of the technical bids of this
tender on or before the closing date
16-3-2015, upto 2:00 pm at the office of Directorate, Animal
Husbandry, Punjab, 17-Bays Building, Sector-17, Chandigarh.
Otherwise tender will be rejected straightway.
11.
Until the Supply of medicines / items, if any, test required, the
expenditure of the tests will be borne by the company / Supplier
12 The
delivery period for the item shall be 60 days from the date of
issuance of supply orders.

Supplier will have to deposit 10% value of the total price of
the items in the form of Demand Draft/FDR payable at Chandigarh in
the name of Director, Animal Husbandry, Punjab, Chandigarh within
10 days of receipt of supply order as security deposit.

Medicines/ Surgical items Should have a minimum expiry date of 1
year from the date of inspection and should be
manufactured after the issuance of supply orders.
15
The shelf life of Medicines/ items Should be as per Pharmacopeia
referred.
16
The sampling / inspections of the medicine/ items will be performed
by a committee
constituted for this purpose by the competent authority
.
17
The manufacturer/ supplier should not been blacklisted by any
Govt. agency in any State (Give
undertaking)
18
The company / firm should give an undertaking to the effect that
the rates quoted by it are least in
the market (affidavits will be obtained from the
manufacturer/ company who will be
issued with supply orders.)
19
The packing and label of supply should be stamped/ printed “
Punjab Govt. Supply and
Not for Sale”
20. If
at any stage it is found that the supply is of inferior quality /
sub standard or any defect is detected before the
expiry of medicine , firm / company will be bound to replace
the stock .
21. Any
damage to the supply upto F O R destination will be borne by the
manufacturer / Supplier.
22. The
samples for testing will be sent to NABL accredited laboratory for
analysis after affixing secrecy numbers at the time of
inspection./ sample collection .
23 If
the firms / Company fails to supply items within the stipulated
period 2% penalty will be levied for the delay in the
supply per month or part , there off or penalty will be imposed as
per Punjab Financial Rules .
24 The
undersigned reserves the right to accept or reject one or all
offers/tenders and holds the discretion to
increase/decrease the quantity of any or all the items. The
undersigned also hold the discretion to place the order for any or
none of the items qualifying in the tender and may
increase/decrease the quantity of any or all the items as per
requirement of the Department during the validity of the rates
of Veterinary Medicines / Surgical items.
